Whats this - is it a stall holders meeting?

Could this be termed a stallholders meeting in Market terms?
We're not convinced that its not, and technically, somebody should be recording minutes, just for future reference.




This on the other hand whilst looking awfully suspicious is not technically a meeting, it looks more like collusion.
